        Due to the health crisis of March 2020, with the pandemic Covid-19, some countries have had to close their land borders, maritime and air transport in order to limit the spread of viruses while forgetting that it is humans who transport and require screening, treatment charge, regardless of their place of birth. We are passing therefore from state diplomacy to health diplomacy. This work is the first in a long series which lays the foundations, the beginnings, the awareness of a new situation in the field of health. In short, a real plea for the multifaceted issues of access to care for all.
